Sheffield Wednesday Faces Major Issues, Declares Independent Regulator

'We will play a key role in football's future' - independent football regulator the regulator's chair

The team's persistent issues represent a a "serious issue" and the football regulator is looking to gain the ability to look into club affairs in comparable cases, the newly appointed chairman David Kogan has stated.

During an extensive discussion, the chairman, who was appointed on Monday, voiced concern towards supporters of the Owls.

Kogan met with four supporter groups connected to the football team in recent days.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club missing wage payments on five separate occasions, including in September.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the great brands for English football and this week we have met fan representatives.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in March and May caused limitations by the football authorities in summer, blocking the team from conducting any recruitment activities for the next three transfer windows, although those limitations were removed in late summer.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a local institution that has represented their community in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the oversight body could require an proprietor to divest a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The final option we would consider is begin intervening in an individual club, an individual owner, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the chairman's encountering," the chairman stated.

"But the truth is, when you examine the past of the game, over the past few decades there have been some owners, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally don't wish to take responsibility for the future."

'Errors may undo substantial development'

The regulator engaged officials from numerous teams to lay out the remit of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish swiftly," the regulator warned.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we need to continue the progress.

"There's an enormous amount of money coming into football and has been invested for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I completely endorse the success and growth as an commercial operation of the top division.

"Being fully aware of the concern of undermining the top flight as an elite competition of England. But at the same time, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a considerable comfort."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the political party in 2020.

The chairman donated money to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any form of political activity."
